When the British colonial government grew alarmed by the number of cobras in Delhi, it offered a cash reward for every dead snake brought in. At first, the results looked promising — skins arrived by the thousands, and officials took this as proof that the policy was working. What they had not accounted for was the direction human effort tends to take when money is on the table. Locals quickly grasped that breeding cobras was far more reliable than hunting them, and hidden farms began operating throughout the city. The reward was being collected at scale, but no wild snake had been touched. When the government caught on and pulled the bounty, the farmers were left holding stock that had lost all value overnight. They did the only sensible thing: they opened the cages. The cobra population ended up larger than it had been before the program began. What the episode exposes is a recurring failure in policy design. A reward tied to a measurable output — dead snakes, counted and verified — does not automatically serve the goal that output was meant to represent. Once people find that gaming the metric is easier than addressing the underlying problem, the metric becomes the target, and the problem takes care of itself in the worst possible way.
